The army Corp of engineers keeping the river buffed for the past 11 years is probably the second most successful anti graffiti initiative in United States history.  Only what the MTA has managed to do with subway cars in nyc for the past 32 years has been more successful 

the river used to be a playground of debauchery and now everything is cleaned within 24 hours

 

the federal government spent $837,000 just buffing the MTA crew mural, which was 2,000 feet long and 60 feet high
