Were both doubles spinning but no loading on Burma despite 3 workers sitting in the shack, and 100+ people in line? @enjoralas

Both doubles were running/stopping at times.
Most of the time the Burma chair wasn't loading, even when the lines were stretching up into lower Burma and lower Lazy.
